The Network and Mainframe section of the WV Office of Technology provides a wide range of data and voice engineering services for the State's Executive Branch agencies, including network design, engineered cabling systems, hardware configuration and implementation, operation and maintenance services, high-level troubleshooting, and technical guidance and leadership.
Enterprise Services provides state agencies with the technology, expertise, and resources needed to develop, deploy, and manage innovative business solutions. Through its two core services—Managed Software Services (MSS) and Solution Development Services (SDS)—the group supports everything from infrastructure and application provisioning to the creation of customized, data-driven tools. Whether enabling developers with a robust platform to build and scale solutions or partnering with agencies to address unique challenges through tailored applications, Enterprise Services drives digital transformation with a focus on flexibility, impact, and strategic alignment.

The Enterprise Operations Center (EOC) is a key unit within the WVOT, serving as the first line of defense for Tier 1 networking incidents across Executive Branch agencies. Operating 24/7, the EOC ensures rapid response and continuous monitoring to maintain the stability and performance of the state’s IT infrastructure. In addition to incident triage, the EOC collaborates closely with Network Engineering, the Security Operations Center, and Data Center teams to escalate issues, monitor for threats, and support server operations. Through this work, the EOC plays a critical role in delivering reliable and secure technology services that support state agencies.
The Data Center team at the West Virginia Office of Technology (WVOT) is responsible for maintaining the secure, stable, and efficient environment that powers the state’s digital government services. We manage the core systems and infrastructure that support state agencies, ensuring high availability, data protection, and uninterrupted service delivery around the clock. From server virtualization and storage management to disaster recovery and environmental controls, our team works behind the scenes to keep West Virginia’s technology backbone strong, resilient, and ready to support the needs of the public and government alike.

Network Engineering specializes in designing, implementing, and supporting a variety of complex communication systems including the State’s primary IT network. The State IT network provides the ability to access the Internet, VPN into the network from remote locations, answer the phone on your desk/desktop, and share information easily with peers in your agency as well as other agencies.
Network Engineering also triages multiple requests from various sources daily without missing a beat. This group plays an integral role in every facet of state government from implementing new network and telephony infrastructure solutions to daily operational functions such as the ability to answer your phone or read your email.

The WVOT features a dedicated cabling team responsible for installing and maintaining network cabling across state-owned and leased facilities. This team designs and implements structured cabling systems for both copper and fiber optics, adhering to industry standards such as ANSI/TIA and BICSI. Their work supports a vast infrastructure, including over 4,500 network devices and nearly 550 locations statewide.
