As established by West Virginia State Code §5A-6, the PMO serves as the centralized authority for the state’s technology portfolio. We drive the delivery of digital solutions by providing direct project management for internal WVOT initiatives, offering project leadership for state agencies upon request, and maintaining strategic oversight of all IT projects across the State to ensure statutory compliance and operational excellence.
The Project Management Office (PMO) is engaged in transforming the process by which the State of West Virginia allocates resources for and deploys technology. Our efforts are directed toward achieving three key outcomes:
We maintain a comprehensive knowledge base of the state’s entire technology landscape. By centralizing this data, we eliminate silos and ensure all IT initiatives align with the State’s long-term strategic goals.
We ensure that taxpayer dollars are invested wisely. By optimizing resources and avoiding redundant efforts, we deliver technology solutions that provide a measurable return on investment for our citizens.
We proactively identify and address potential hurdles—technical, financial, or operational—before they impact the State’s budget. Our oversight framework provides the guardrails necessary to keep complex projects on track and secure.
While the WVOT PMO maintains visibility into the statewide IT landscape, formal project oversight is mandatory for any technology initiative that meets the following criteria:
Financial Threshold: Projects with an estimated cost exceeding $250,000.
Data Sensitivity: Initiatives involving sensitive or restrictive data, regardless of the total cost.
Technical Complexity & Impact: Projects where technology is a significant component, involving critical infrastructure (e.g., network/security refreshes), significant agency downtime, or extensive cross-departmental coordination.
For projects meeting these requirements, the PMO conducts a formal review and provides a recommendation to the Chief Information Officer (CIO) for final authorization or delegated authority. No IT procurement or development should commence until this governance requirement is satisfied and an oversight cadence is established.
For complex or high-risk initiatives, the CIO may implement additional governance structures, such as a Project Steering Committee. These bodies provide an extra layer of executive guidance and public accountability when needed.

Requirements Integrity: Providing oversight during the solicitation and vendor selection process.
The PMO establishes the framework for how IT initiatives are executed across the State. Our primary goal is to provide a structured environment where risk is actively managed and project performance is transparent to all stakeholders.
We maintain a standardized approach for the entire project lifecycle—from conception through closeout. This methodology is designed to ensure:

The PMO maintains the State’s Technology Portfolio—a comprehensive view of application investments. The Information Technology and Investment Portfolio System facilitates informed decision-making by enabling WVOT and agencies to efficiently evaluate applications, identify potential business risks, and prioritize migration strategies, ensuring alignment with agency strategic goals and guidelines from WV Office of Technology.
