Oversight & Authorization
While the WVOT PMO maintains visibility into the statewide IT landscape, formal project oversight is mandatory for any technology initiative that meets the following criteria:
Financial Threshold: Projects with an estimated cost exceeding $250,000.
Data Sensitivity: Initiatives involving sensitive or restrictive data, regardless of the total cost.
Technical Complexity & Impact: Projects where technology is a significant component, involving critical infrastructure (e.g., network/security refreshes), significant agency downtime, or extensive cross-departmental coordination.
For projects meeting these requirements, the PMO conducts a formal review and provides a recommendation to the Chief Information Officer (CIO) for final authorization or delegated authority. No IT procurement or development should commence until this governance requirement is satisfied and an oversight cadence is established.
